I would definitely recommend Justine’ Rhind’s intro to PROMPT course. You will be able to tackle the motor speech and help her develop and learn adequate motor speech movements. In my many years of working, this has been the only approach I have found that supports speech development from even as early as 18 months. 

I assume she is able to phonate sounds to make request, comment etc? 

You can also start with bi-labial sounds and moving into close-open (ba), open- close (up) and close-open-close (mum). However if she is having difficulty with these movements then PROMPT will allow her to access the correct motor speech movements required for expressive language.

Sounds like a lovely little one to work with and has a areas of strength as well.
